Crown Land and Travelling Stock Reserves: What are they and why are they important?

The mosaic network of 10,415 Travelling Stock Reserves (TSRs) covering over 2 million hectares across central and western NSW was initially included in the review scope of the independent process set up by NSW government in 2012 to reform Crown land management. At that stage over 50% of the network was under Aboriginal land claim under the Aboriginal Land Rights Act 1983.

As a participant in the recent forum ‘Safeguarding our Crown Lands’ organized by the Central Western Environment Council a sense of déjà vu set in when I considered the Western Division. This covers 40% of the State and is held in Crown leases. Mining generates twice as much money as agriculture and about as much as tourism. More money is spent in Government services than agriculture produces, and grazing generates the least benefit for the smallest number of families although it utilises the greatest area of land.

The controlled movement of stock across Australia via a “veritable maze”[1] of public stock routes is a uniquely Australian phenomenon. This “maze” is particularly evident in NSW where some droving continues. What remains of the Travelling Stock Routes and Reserves network (TSR network) in NSW[2] is a valuable public asset that must be preserved. Its enduring protection has been an important aspect of NPA’s 60 years of conservation advocacy work.
